How can I find out which staff member emailed a form to a client without giving the employee permission to edit my forms? Can I include an email to each staff member when their specific client returns a submission so that the staff member is notified as well?

Could you please explain your requirement?
Is the client filling up the form?
Do you want to show only some field's data to the Staff member when the staff member opens the form via the edit link?
If you want to share the responses with the staff then you can include the email address in the notifications.
