A cell phone number was used to set up initial account. That number is no longer available and we need to include the general office number on the account. However, JotForm website tries to send verification code to old cell number and we're not able to receive it.

I did check your account and there is no phone number added in your account. Please check the screenshot below:
When you add a new phone number, it will send verification code to the new number that you are trying to add.

Unfortunately not. Since you were trying to verify your account profile phone number, the verification process will use the Phone number instead. Just like when verifying the Email account, it will use the Email.
