Sales tax still being charged even with 100% off coupon

How can I change it so that the sales tax is not being charged when there's a 100% coupon?

Thank you for contacting JotForm Support.

I have checked your form and I can see that you already have a coupon code that discounts 100% of the products and therefore removing any sales tax as well. If you want the sales tax to be discounted, you need to apply the coupon code to the "Product" instead of the "Subtotal". When you apply the discount to the "Subtotal" the tax will still be charged.
