I've set Expiration Date in Form Limit to a date in the paste, like "2012-10-30 13:00" (I've copied exactly from the example in the box). But that feature doesn't work. The form is still active!
And I have 2 small requests. Even if this feature works, could I have an option to choose date and time based on timezone? I don't know which timezone is used to calculate the expiration time.

The timezone used on the expiration date feature is the one set on your account settings, like so:
Kindly check your timezone settings.
I will go ahead and set a ticket to request the feature for date & time selection you've described above. Now I cannot promise this feature will be implemented, nor can I provide an ETA when this feauture would be implemented. First, the developmet team has to evaluate the feasibility of such request. Nevertheless the input you've provided must be taken into consideration.

The form does work, but only after the person clicks submit, then it says that the form is closed or what ever. I agree, it should say it before, not after they enter info.

I have just tested on this form, which has the deadline of "2013-10-04"
I'm still able to submit, while today it's 2013-10-07 (07 Oct) in my time zone.
And the number of submissions still counts 1 more.
