I believe you are referring to the welcome message in the Cards Layout? Unfortunately, it can not be formatted. Let us know if you have any other questions or concerns.

Then I'm asking that the same formatting options permitted for the thank you message be given to the welcome message. It makes no sense to not have this enabled.

Unfortunately, it is not possible to format the text on the welcome page. However, you can remove the welcome page from your form as shown below and add a Paragraph Field instead.
