Thank you for reaching support,
Please note that upon enabling form encryption, you will be given a private key which will be used to decrypt submission data, you will need that key to be able to read the data otherwise, it will remain encrypted.
And unfortunately, if you decide to disable the encryption, the submissions made during the encryption enabled will still need the private key.
