Is there a way to add additional preset amounts, (along with the custom fill-in amount), to the donation form option? Or should I just use the multiple products field?

Hello,
Correct, it is recommended to use the multiple products field if you need additional preset amounts.
If you need further assistance, do let us know. Thank you.

If I use the multiple products it changes from being a donation and Paypal will charge sales tax. Is there any way around this?

This is really ridiculous. I am trying to figure out some way to have multiple donation options. We are a non-profit organization and people have the option to buy memberships and to make donations to any of several different funds, all of which should not be charged sales tax. The only I have been able to make this work with Paypal is to turn off sales tax on that end, but we also have products to sell, which should include sales tax. HELP!!

What I can suggest is you couls use 2 or more forms (as many as you need) for your donation options. And then use another form (to condition which donation to display using html embedding), or use code on your website so that when the user selects which type of donation he wishes to make, the correct form is shown.
This way you can keep the tax option on within paypal and you could also use multiple donation options.
