Actually yes, you can make it to work that way.
Authorize.net doesn't submit the user to their pages. It will process everything. To find out how to redirect to your page upon submission, please check the guides below for further help.

Is there a way to have a popup box to confirm upon submit? (such as 'are you sure' etc)

I'm afraid that there is no such option available at the moment, however you can combine conditionals logic with a radio button field where the user will be asked if it is sure to buy after filling the authorize.net payment tool, the submit button will be hide until the user choose between YES or NOT from the "Are you sure" question.
