Can you suggest anyway I can complete forms on a mobile device offline and submit form data when next connected to internet?
For example, I want a building supervisor to walk around a building with a ipad (no internet connection), completing safety checks and recording results on a jot form.
They then return to the office where wifi is available and their form data is sumitted.
I don't want to just not submit until they are in a wifi area - it's too risky that they may loose their form data. They need to be able to complete form, and form data is stored locaaly on the ipad. They can go on and complete multiple form submissions. When they return to a wifi area ALL the form submissions are sync'd to jotform.

Unfortunately, You can not submit forms created by JotForm on offline situations. All submit buttons are programmed to send the data to JotForm servers upon submission. At the moment, there is no way to submit data offline on a file or database without importing the data from servers.
However, the only way that is feasible on your situation is to list them on Excel file(XLS) or CSV format for the meantime and then you can use our Import Data App to import those files into your submission data on Jotform whenever you have internet connection.

I would also need offline function. Most construction sites abroad are without internet.

Good day, Thank you for sending us your reply. Hopefully that one day our dev team can develop this kind of feature, probably will store the data into a temporary folder then updates the file once online but for now offline feature is not yet possible, As a temporary solution you can refer to my colleagues suggestion of using the Import Data app.
