If you added as an Assignee then yes they need to be a registered user: https://www.jotform.com/help/652-adding-assignees-to-your-form.

However, if it's via email (gmail, outlook, yahoo, etc.)then no, simply send them the Direct Form Link: https://www.jotform.com/help/401-where-to-find-my-form-url
