In order to find out what could be happening with the Netherlands user, please check this 2 items:
Max File Size Limit
Ask the user about the size of the file that it is trying to upload, if it is bigger than 1MB, this could be the reason why he can't upload the file, you can increase the Max file size limit.
Check if the file extension of the user file is within the allowed file extension of your upload field options, if not you can add a new one.
