Payment can't be completed after submitting the form.

A friend of mine tried sending some money to a friend and it’s sayings payment can’t be completed

Tried 3 times and he had also done some transaction that went through that same day but before he tried sending to the friend

I want to know the issues

He tried sending to another friend same thing

Payment cannot be completed
