Paypal Error: Payee not consented

Trying to set up PayPal business for selling products.

When testing the form using PayPal credit card processing. I get the PayPal page enter all the info. and then get the message

I've use PayPal with Jotform before for a donation in other forms, but not for selling a product.

According to the error message you need to grant the permission to the Payee.
