Error message in donation form using Paypal gateway

    Hello, we just created a new form for online donations. It's located at uhsmi.com/donate. We embedded the iframe and have connected our Paypal payment gateway. When we submitted a test donation for $2.75, we received the error message "Declined: the funds could not be captured." Is this a Jotform issue, a Paypal issue, or other?

    UPDATE: turns out this was an issue with the credit card company; they flagged this as a potentially fraudulent transaction. A second transaction went through just fine. Thanks!
