I am having issues with the required fields allowing submissions with no entry and email validation rule being ignored.

Just tested the form and it does not let me submit without the required fields:

Do you have the code on a page on your site? Have you tried updating the form code on your site? If that does not work please send me the URL of the page?

Unfortunately those features are not available on Facebook forms since Facebook does not allow JavaScripts.

Thank you. I wish I had know that before. Do you know if there is a way to accomplish this?

No, it is not possible to accomplish them. Facebook disables javascripts to prevent people from making XSS(Cross Site Scripting) attacks and Phishing forms.
