So, am I able to use PDF editor to move sections up and delete some of the space that doesn't need to be there?
I would make a clone first? Will this change the whole formatting, say two pages now one?

Are you referring to the PDF document creating using PDF editor? If you are then yes you can use the PDF editor to make changes to it. However, if you are referring to the Original PDF document then please note that it can not be edited in the PDF editor. You'll need to use Adobe or other similar programs to edit the PDF document.

Cloned form will is an exact replica of the original form. Nothing is changed automatically in the cloned form

The question was can I use PDF editor to move sections up such as two questions that are three inches apart when the pdf is made. The close is an exact copy, thank God, so I was informing you that I would make a clone prior to moving things all around on the original.

You can edit the spaces between fields and align them as you can find in the below screen cast, but grouping many fields in a single page is limited to the default PDF page height.
