Once we put our form "live" and people begin completing and submitting the forms, will we be able to create a database from the information provided on the forms?

Yes, they are created on Jotform's end. Submissions data can be seen when you logged in to your account and check your form submissions page.

We also have a guide on how to pass data to external database. Guide: Form to MySQL

We also have reporting features, you can generate submissions report and embed it to your website.

You can also download your form submissions to CSV or Excel so you can import it to your database. How to Download Form Submissions to Excel/CSV/PDF
