Someone tried to fill out a membership form and it didn't go through and when we try and do it again, it says only one entry per person. When I go to the stats, that person isn't there, please help.

You have enabled Unique Submissions on that form: https://www.jotform.com/help/64-how-to-set-unique-submissions-on-a-form
If you want to allow multiple submissions, please select "No Check". Let us know if you have more questions.

No Check is marked on the unique submission and unique question in settings.

May I know which form are you referring to? I checked this form https://form.jotform.com/202646271366153 and the Unique submission is still set to "Check Cookies Only". If it's a different form, please share the form URL.
Also, this form has the same settings as the form above https://www.jotform.com/form/210245505939153 so please check the settings again.
