How to reset my submissions

Since this was my first try... I blew up most of the allowed submissions.
Is there a way to reset the submissions to "1" since the submissions were
always for the exact same form??

When you delete a submission this reduce the Total Submissions Storage limit, but regarding the monthly used submissions limit, it resets back to zero at the beginning of every new month automatically, for more details about your account's usage and limits please check this guide.
