I am trying to skip to the last page if a question is filled in but when I test it, the form requires me to click through all pages even though I think I've set it up correctly. What am I missing?

Thanks for reaching us.
I cloned your form and checked it. Firstly, it seems you have hidden the field that you set on conditions. So, there is no chance that the form-fillers can fill the field.
Secondly, the other two conditions overlap with the last condition you have set. That's why the conditions do not work properly.
After I delete the other conditions and show the field, the condition worked as it is expected.
Please have a check and let us know for further assistance.

I'm trying to create a workflow so the hidden fields are intended only for staff use and accessible via the Edit URL which is what I want. I DO need sections skipped based on an answer for the families that are filling the form out. Do you have a suggestion as to best place / method for adding the hidden fields without making staff click through every page or is it just not possible?

App fields are hidden by the condition. However, when you edit submission the app fields are showing properly.
If the app field on page 1 is filled with 1 - the next page should be 3. (Page 2 should be skipped).
