Greetings,
It may take some time for the ZIP file to be created if you have large number of forms and submission data.
Could you share with us, what have you choose to be included to export:
- Forms
- Form Submissions
- Uploaded Files
- Payment History
And the export data progress
You can also compare the Zip file size on the email attachment vs the Zip file size downloaded to your PC, for possible download failure.
As option, you can try download you form submissions by following the steps mentioned here https://www.jotform.com/help/73-how-to-download-form-submissions-as-excel-csv-pdf

Allow me to provide more information regarding "I can't download my data despite multiple attempts to export"
I was able download and open the exported data.
In you still have the issue "Compressed (zipped) Folder Errors", kindly try to:
- Use another browser and change the download folder location other than Temp folder. I.e. to My Downloads.
- Use better internet connection to prevent possible download failure or corrupted file.
Again, as option, you can try download you form submissions by following the steps mentioned here https://www.jotform.com/help/73-how-to-download-form-submissions-as-excel-csv-pdf
