Someone has been able to submit my form without paying. How is this possible and can it be fixed?

You have enabled 'Pending Payment Email' option, that's why you received this email. This is a feature that notifies you of submissions that weren't paid for.
Simply turn it off to stop receiving such emails. Right click on your paypal field, choose Properties then select 'No' for this option.
