Hi, one of the collaborators is not able to download videos. He keeps getting an error. He has tried both Chrome and Safari browsers. Please help.

Your account's privacy settings is turned on. It won't let other users to download thee uploaded files unless they're logged on to your account.
To allow them to view or download it, please disable that said settings. Here's a guide for that:
