Can we have respondents fill out a portion of a form, then forward to another person to complete it

You do not need to assign the session parameter, it is automatically done by our system. On your end, you only need to enable the Continue Forms Later option in Form Settings to use the Autofill feature.

Apologies, I didn't understand it correctly the first time.

To make sure I direct you towards the right resources, the first person would start completing the form, then another person would get a notification, start from where things are left off, and then make the final submission.

Is that correct?

In this case, we have a way to do that with JotForm. Initially, only a few fields will be shown to the first person who will fill-up the form. When that person submits the form, it will conditionally send an email to the next person. The email will have an edit link to the submission submitted by the first person. The form can be set up so that when it is accessed from an edit link it will show conditionally hidden fields. This means that the fields that were hidden to the first person who initially submitted the form will now be shown to the next person. That person can now continue filling up the form.
