I believe that you're referring to recipient limit for the "Share On Email" function.

kindly note that there is a limit of 5 emails per batch for all JotForm accounts and you can send multiple batches as per your requirement.

If you have a very large number of users; then you can copy this email's content and send it via your personal email address or via a program like MailChimp.

You can upload a CSV file of email address when assigning forms to different users but please note that when a form is assigned; users are required to first create a FREE JotForm account; only then they can fill the form. This is how the assign functionality works.
