My employer has various businesses and had wanted to keep his forms separate but now wishes to move them all to one JotForm account.
Cloning only works within the same account and I have tried importing the forms using the jotform webaddress but this seems to be blocked and doesn't reproduce anything like the original form. I'm therefore having to recreate each form, one at a time.
This answer implies that it's possible http://www.jotform.com/answers/17305-how-to-copy-form-from-one-jotform-account-to-another but perhaps only if the account you're moving it to has already been upgraded?
Perhaps a feature to avoid people taking advantage of multiple free accounts? Don't want to upgrade the wrong account until sure this will work.
(Very user-friendly, intuitive system, by the way.)

To my knowledge, there is no restriction of any sort when moving (more like copying) forms between accounts. Are you sure that you have entered the correct url for your form when trying to import it onto a new account?
Can you give me the link to the form that you're having problems importing? To get the url for your form, click the Preview button while in Edit mode, and then copy the web address of the form in the preview window.

I may have overlooked it but the original instructions didn't seem to be specific about which URL to use. Of course, looking back, it seems obvious. Anyway, now I'm using the ‘Form URL’ from the ‘Preview’ of the form that I want to move, it's working fine.

(I should add that you seem to be able to use the URL in the 'Preview' beside the form title in your list of form titles in the 'My Forms' area or the URL from the 'Preview' view you can see when editing a particular form. Both work, but not the URL you see when you are editing the form.)
