Please note that if you choose the Skip To condition, it simply redirects your users to that question but it does not totally remove all the other fields that you have skipped.
Meanwhile, if you hide a field, that will automatically be unrequired.
As such, I suggest you delete all your conditions related to the insurance field.
Then create a condition that will hide the fields if the insurance selected is not among the supported insurance and simply show the unsupported message.
