Forms keep coming in as submission 1..2..3.. etc. with no info. How to we get the form info?

My issue was not resolved. Occasionally forms will be in the inbox but will
not show any information. And will list as Submission 1..2..3 etc. We were
wondering if this is just a download issue because of high volume on the
site or if there is another reason. Please advise.
