Downloaded PDF attachment is blank

From looking at the templates, it looks like there should be a way for people to fill out questions from a W4 and I9 and have the answers to those questions populate into the actual W4 and I9 forms to download as a PDF and have on file. Is that correct? If so, how do I go about doing that? For example, I downloaded the W4 template that allows you to view the official form. We were able to fill out the questions, but when I review the submission and try to download a PDF, it just downloads the blank W4. I'm hoping there is a way to download the W4 with their answers filled in. Any help would be appreciated.
