I built a form as a test and want to know if we purchase a plan, does it require all users with a link to the form to "sign in" or register with Jot Form? This is going to limit the usefulness of the form.

It is not required to purchase a plan to access an assigned form.
If you have assigned a form to a user, they can sign up for a Free account on JotForm, log into that account and access the assigned form.
But, accessing assigned forms does require sign-in.

You don't need a paid plan to share your form URL with other people so they can fill it.
However, if you decide to use the Assign Form feature to share your for to specific people and be able to track who filled and who haven't, the assignees are required to create a JotForm account. (This doesn't have to be a paid plan.) And yes, they will be required to login in order to fill the form.
The Assign Form feature is the same across all the available plans. The require login to fill the assigned form cannot be disabled.

I want to use your service but enterprise makes no sense for us because there is only one user and at most we will only have 1-3 forms. What about embedding it into our website instead of sending someone a link?

I am sorry if my answer was not clear.
Whoever has your form URL like this: https://form.jotform.com/201825362627051 is able to fill the form and don't need a JotForm account. (You can send the link above to anyone via email - using your own email or the share on email function available on the Publish tab, SMS, or Facebook messenger, etc. and whoever receives the link will be able to fill the form. ).
You can embed the form on a website as well and whoever can access the page where the form is embedded should be able to fill and submit it.

The only time someone is required to login to fill a form is if the form is set to Private or the form is shared with that person using the ASSIGN FORM menu.
