Exported submission attachments not opening for some users

    Our team is experiencing an issue with downloaded form submission attachments. The downloaded attachments will render and open for one of our users after the files are extracted from the .zip, but not for others.

    The attachments appear to download as a .zip file just fine, but when an attempt is made to open the files, they will not open and state "it looks like we don't support this file format," but it's a .jpg so it's definitely supported. For user etenney (Form owner/User), the images download successfully, show image previews when viewing the files in File Explorer and open successfully. For two other users (User, Admin) who are not the form owner, the files download, but will not open.

    What's causing this issue? Does a user need to be a form owner in order to download and successfully preview/open form submission file attachments? It's important for user tkane to be able to have the same experience as etenney when downloading and viewing the submission attachments.
