How can I repeatedly send the same form to the same people?

The use for our form is a vehicle check list. We intend to send the checklist to the recipients each week, for them to send them back at the end of each week. Can we just send the form on an email each week, or is it a case of once we've sent the form and they've completed it, they can't fill out the form again, even on a separate email?
