I am having trouble setting up confirmation emails

I need a confirmation to go to people each time they register. Right now it seems to be hit or miss. Sometimes they get one, sometimes they don't. The problem seems to affect people who pay with paypal and/or enter multiple dogs.

I need the confirmations to let the people know what they signed up for and which dog (CALL NAME)
