over age 65 requirement not working

For our form Kemper Drur Moderna Vaccine, we have a requirement that the date of birth make the person 65 or older. However, when people try to regiater and ener a dob in February of 1956, it will not let them move forward in the from. January 1956 dob's work, but not February.
