I have a series of forms that I will be creating that together represent a single student application. I want to be able to limit access to completing the forms to users that have requested and received an "application number." I am wanting to do this; one to limit spam submissions, and two to be able to tie multiple forms submitted to each applicant by their "application number." I created the following form for the purpose of generating the application number; limiting the form to one submission per "e-mail address" entered. http://form.jotform.us/form/33237169927160
I know that I could achieve this by creating the forms with a single question on the first page asking for their number, and set the allowable entry for successful submission to the next page of the form. This method would require me to edit the form each time a new "application number" was created to allow for the number to work, or to clone the set of forms for each user limited to their number. Both of these methods are time consuming and would create a delay for the user to complete their application upon requesting a number. What other options are available to me to achieve my objectives with your product.
I currently have the free account. If we go live with your product I will be upgrading. I don't know if there are more options available to us to achieve our objectives with a paid account.

You can limit submissions per IP address or per browser session. Here's how: How to Setup Unique Submissions of a Form

If you mean limiting user access by the numbers provided to them, unfortunately we do not have such feature. A workaround I could think is to define all these numbers on conditions, so if the inputted numbers matches the condition, the entire form will be shown or they will be able to see the submit button.
Or another approach would be:
If the inputted number starts with your unique ID code, show submit button.
