MY client needs to receive the data, including uploads,from my forms. It can't be pdf because he needs to be able to move the information to different folders for his analysis.
I recently changed to filepicker, because their pictures don't arrive sideways or to big. I will switch back to the jotform upload if it would mean I could download image.
Here is what I am looking to do.
Either have a downloadable report with images(not links) for my client
have emails of submitted forms with downloadable images (not links).

Currently, all our resources to ge the submission data and the uploaded files will provide only links to download the uplodaded files. Our Grid listing report will give your hover thumbnail for the uplodaded images, so I think it could help you:
You said "I will switch back to the jotform upload if it would mean I could download image.", however, let me inform you that the current upload tool provides you links so that you can download the images or other uploaded files. Does not that happen from your side?
Now, if you need to get the submission data, but not in pdf form, you can do it by downloading the Excel file from the submission page: How to export form data to Excel?
That will provide the submission data with a link of your uploaded images so that you can download them.
