Unfortunately, the page you were looking for could not be found. It may be temporarily unavailable, moved or no longer exists. Please check your spelling and retry."
What does this error mean for PDFs because the reasoning options listed are not the cause of the error?

Hello,
May we request the link to the form you are trying to access? Also, are you trying to access or download the PDF submission on a form through the email notification? If it is, this could be due to the Privacy settings on your account, which restricts the visibility of personal information like the 'Signature' field on submissions.
Kindly try to disable the Require login to see submissions on the Settings page of your account:
