I would like to use JotForm/Dropbox to accept grant applications. Each application will have multiple files to upload. I would like to save the form and associated files in a folder titled with the agency name in Dropbox. Is this possible?

Additional question: If this isn't possible with Dropbox, what about Google Drive?

This is possible with dropbox. You need to set the folder hirearchy based on the fields on your form. As an example look at the integration menu below:
Using the settings above, the submissions will be saved each under their own form.
