How can I allow for Surveys to be revised by participant?

I would like to be able to use the surveys as a working document and with that allow for participants to be able to go back and make revisions to the SMART Goals after they submit

OR

allow for the survey to be auto-saved for participants to go back on their own time to complete before they submit their final document.
