    Facing the same issue.

    I can't preview my form, neither can I open it with a new tab nor a different browser nor with incognito mode. My form is set to public

    I solved the issue by changing the form status (in form settings) from active to disabled and back to active.

    I was able to replicate your issue.

    As suggested by eCromeDigital, try to Disable and Enable the form again.
