Hi all ,
I would like to RSS feed the submissions of my forms in a secured way. In fact I find google reader is unsecured and it does not have any password protection though jotform is password protected accounts . So what I would like to know :
1* How to set up the Rss feed for the submissions ?
2* The best way to do that with pass word protected without being cracked, if you have any suggestions ?
3* How to enable others to subscribe to my submissions through jotforms with a pass word which will permit them to read the RSS feeds or will remove them from the feed

Jotform does have the option to create an RSS feed for your form's submissions although password protection is not available. Click here to watch a short video on how to create an RSS feed.
There is a workaround to password protect your field and that is by using a feed management provider such as FeedBurner. Setting up FeedBurner for your form submissions RSS is as easy as entering the rss url in the feedburner configuration page and then activating the password protector.
The only downside to this is that you cannot assign multiple users for a single feed. I believe there is no feed management provider who gives an option like that anyway.
Let me know if you need further assistance regarding this.

I have set up my forms to report through RSS, how often does the report get checked and then sent out?

The RSS Feed gets updated instantly as soon as there is a new entry submitted on the form. How often the RSS feed gets checked depends on the settings of the RSS reader that you are using.
