Form Upload Issue

Good Morning,

I was trying to upload a form from a website, but the link says that no form is present. I know that it works because others in my group have successfully uploaded the form using the same link. I have attempted this multiple times unsuccessfully, and it now says that I have reached my upload limit. Is there any way that someone could help me with this upload?

At first it said that there was no form to upload, and now it says that I have reach the limit of uploads.
