Can electronic documents be attached before a person submits a JotForm application?

I don't think I communicated my question correctly, I want individuals who are completing the form to be able to upload additional information before they submit their jotform application.

Yes, that is possible.

You may allow respondents to upload files through your form using the basic "File Upload" field or any other uploading widget.
