Do you still receive the forms? Does the form continue to work?

No, the form won't accept any submissions anymore. Once you reached your quota and failed to upgrade, your form will be replaced with an error message just like the following image.
Your forms will be enabled back when you upgrade to a higher plan or when your counter resets to zero which will happen every first day of the following month.
