Thanks for asking. There are various ways to do this.
You can use our PDF Embedder widget to have the document appear right on the form, where the user would be able to download the file by right-clicking it. To use PDF Embedder, load the form in the form builder, click the Widgets menu and type PDF Embedder in the search box:
(As shown, just entering "pdf" should suffice.)
Once the widget appears, drag it into the form and follow the wizard's instructions.
On the form, if you just want the link (text or image) to be shown instead of the actual document, embed the requisite code via the Text tool:
If you want the document to be available to the user only upon submission of the form, instead of the default thank you page you could either direct users to a download link
or create a customized thank you page which would contain the link:

Regardless of the method used, the PDF needs to be first hosted somewhere online. Some suggestions can be found here. Searching the internet for other options may be worthwhile.
