The answer to your question depends on the end users who will use your form. If the users will most liekly access your form using a mobile device (laptop, netbook, smartphone, tablet), the form should be made shorter due to factors affecting performance (i.e. device specs is less powerful than desktops, connectivity depends on signal strength of mobile/wifi network.
