Unfortunately, it looks like you all are having server issues. I am receiving reports that our web form is taking a long time to show a successful transmission. We have a really simple web form.
Please advise. Here is our form...

After testing your form for a couple of times, I still wasn't able to replicate the situation you described. It never fails to submit everytime. However, I noticed something that might be mistaken as "taking a long time to show a successful submission".
Your form's Thank You message text is in white against white background making it appear like a blank page which probably causes the confusion that the page is still loading.
Highlighting the page reveals the text in white:
Please change it immediately in the Thank You message options. Go to Setup & Embed > Thank You > Thank You Message. Modify it so that the message text becomes visible.
