I want to send my form template to another registered user to edit (she needs same template). How do I do that?

You can let her cloned your form, that would create a brand new form on her account with the same template on your form.
Guide on how to clone a form. http://www.jotform.com/help/28-Cloning-a-Form-from-a-Web-Page. You have to provide to her your form URL to be cloned.

I am not sure if I have understood your requirement completely. Do you want to allow another user to be able to edit your form? Or, you want that another user can just copy this form in her own account and edit?
If you want to allow another user to be able to edit your form: You can create a sub user account for her which will send an invitation email to her email address. Please ensure that the email address you use to send invitation is not already a registered JotForm user. If already registered, they will not be able to create any new form. If you want that another user can just copy this form in her own account and edit: You can just share your form URL with her and she can use the form URL to clone the form in her own account.
