Phone Number formatting: lock country code

Hi,

We have a form where we collect the phone numbers of the user filling in the form. We wish to mask the country code such that the user is not able to edit it. Also limit the number of phone digits to specific country e.g Uganda

Can we achieve this without use of widget?

If yes, how?
