can one enter data on a form if the server is down or one doesn't have access to the web and then when this is resolved, add to the web?

Unfortunately, our form requires internet connection to work. Without an internet connection, you'll not able to see access the form.
Saving data on the form and be able to come back later is possible with the following options:
1. How-to-Enable-Auto-Fill-Feature-Save-Form-Entries-to-Continue-Later. This will work on the same computer and browser because the data will only get saved on your local browser storage. Clearing browser data is also NOT adviseable because that will remove the form data.
2. How-to-Save-Forms-to-Continue-Later. Good to use if you want to continue later on the different computer and browser. For as long as you have the correct session URL, data will get save, and you can continue submitting the form later on.
